MUNICIPALITIES MODE FOR E-GOVERNANCE
Information technology has become one of the core elements of managerial reforms, and electronic governance (e-governance) has figured prominently as one of the tools to ensure access, reach, efficiency, transparency and accountability in services offered by local councils in particular, and government institutions in General, through the use of advanced Technologies.
Electronic governance or e-governance is the application of information and communication technology (ICT) for delivering government services, exchange of information, communication transactions, integration of various stand-alone systems and services between government-to-customer (G2C), government-to-business (G2B), government-to-government (G2G) as well as back office processes and interactions within the entire government framework.
Our primary analysis prove that over 90% of council workers in Cameroon operate without computers due to limited or no capacity to use IT, whereas 95% of councils generally lac global exposure, and operate without websites, e-mails, and as such, they fail to live up to the following obligations to communities:
- Quality Service Provision: such as Registration issues, birth, death, marriage, and land certificates, building approvals/Permits, procurements etc.
- Provision of Basic Social and community needs: Roads, schools, portable water, recreational faculties, environmental protection etc. for sustainable Development.
In this regards, I-GLOBE has designed a project known as Municipalities Mode for E-governance Cameroon (MUMEG) for implementing e-Governance in Municipalities.
AIMS
The project is aimed at designing and transforming local council’s website in to an e-governance portal while enabling the project to:
- To increase a level of transparency and accountability in delivering councils products and services to the communities in which the operate
- Speed up service delivery
- To keep track-records of Municipalities Business to Citizens, businesses, Partners and other Governments.
- Make services accessible to citizens remotely from any area/location in the world
- Manage personnel inventories and finances
- Generate Periodic reports both technical and financial reports
- Enhance Communication and dissemination of information to various target groups
- Providing single-window services to citizens on anytime and anywhere basis
- Increasing efficiency and productivity of Local councils
- Developing an integrated information system covering all Local Councils in the region concerned
- Providing a management information system for sound decision-making
- Adopting a standards-based approach to enable integration with other related applications
