The Vision for a Digital Cameroon

The vision of a DIGITAL CAMEROON is a remarkable step to address the long-overdue problems of transparency, accountability and good governance, mostly exercised through tribalism, bribery, and corruption, which has eaten deeply into the hearts and minds of most Cameroonians, officials as well as country’s socio-economic, political and cultural institutions.

Despite the efforts and measures put in place by the government, its partners in development and the international community to fight against these malpractices, little or no significant milestones have been achieved as Cameroon is still listed amongst one of the top 10 most corrupt nations in Africa (Transparency International Corruption index ). This is so because there has not been any mechanism put in place to regulate, track down and penalize the perpetrators of such acts and this has not prevented the practice from being handed down from generation to generation.

I-Globe through its Vision:

“To Spearhead the revolution of Digital Institutional Reforms with new technologies that enhance the integrity of Corporate African Governance”

And Mission:

“To Standardize Institutional Systems and capacity development towards adapting new Technologies for Administrative and Management Reforms (AMR)”,

I-GLOBE believes it can make significant strides towards a solution to address these problems with Information and Digital Technologies to further enhance transparency, accountability and good governance.

Due to our understanding of the Digital Economy and the impact of High Tech in the business world today, we believe that the same High Tech and Digital approach could also be employed to create a remarkable impact in Cameroon through Digital Governance, as the country strategizes towards implementing effective decentralization as one of its best practices to ensure good governance.

To achieve this, I-GLOBE and its technical partner K-LEGACY Inc. have put in place an approach to create an awareness to stakeholders, mobilize and engage the government, its stakeholders and development partners into action with the following projects aimed at initiating the process of Digitizing Cameroon as follows:

  • STAKEHOLDERS CONFERENCE AND CONSULTATIVE MEETING FOR GOOD GOVERNANCE WITH ADVANCED TECHNOLOGIES: This is an ongoing initiative in partnership with the Embassy of the United States of America in Cameroon to mobilize and engage the government, its department and line ministries concerned, as well as partners in development and the international community. This has as a goal to “Introduce, deliberate and adopt an innovative form of governance with ICT and propose to the government to implement alongside its Decentralization plans, so as to fight against corruption, enhance transparency, accountability and good governance”.
  • THE NATIONAL CIVIL STATUS REGISTRATION SYSTEM: The Civil Status Registration System (CSRS) is designed as the initial part of the LOCAL DEVELOPMENT PORTAL (LDP) to connect all the 338 Local Council’s nationwide as defined in the E-government Master Plan Presented at the Ministry of Post and Telecommunication (MINPOSTEL). This platform enables local councils to offer Civil Status Registration Services to Cameroonians, which comprise the following:
    • Birth Certificates
    • Death Certificates and
    • marriage certificates

With the above-listed approaches, the management of I-GLOBE and its technical partner K-LEGACY  has been in continuous consultation with the Government of Cameroon, its line ministries, some top officials and diplomatic mission through our relentless effort in advocating for the implementation of E-Governance infrastructure in Cameroon.

With more emphasis on Digitizing the Civil Status Registration process which forms the basis of CITIZENSHIP and the foundation of E-governance, government officials have expressed political will and commitment to adopt and implement this concept as part of the master plan to better local governance as an effort to enhance decentralization process, transparency, accountability, and good governance.
